On December 3, JLL, the sole marketing agent, announced the successful sale of the Peace Centre shopping mall and the adjacent Peace Mansion apartment complex after five attempts at a collective sale. The property, located at 1 Sophia Road, was sold for S$650 million to a joint venture named Sophia Residential Pte Ltd, which includes CEL Development, Sing-Haiyi Crystal, and Ultra Infinity. The reserve price was also set at S$650 million, with over 80% of existing property owners agreeing to the sale. The site features 232 commercial units, 86 residential apartments, and a 162-lot car park, totaling 319 strata units across a 10-storey podium block and a 32-storey tower.

Spanning 76,617 sq ft, the site is designated for commercial use per the Urban Redevelopment Authority’s (URA) 2019 Master Plan, with a gross plot ratio of 7.89. In March 2019, the Singapore Land Authority granted in-principle approval for a new 99-year lease. The site allows for redevelopment to a maximum height of 55 meters, with portions potentially reaching up to 67 meters.

According to JLL’s news release, a developer can redevelop the site to achieve an existing gross floor area of approximately 604,578 sq ft. The redevelopment can encompass a mixed-use project, with 60% of the gross floor area allocated for commercial purposes and 40% for residential use.

The unit land rate for the new development, which is divided into 60% commercial and 40% residential, is approximately S$1,426 per sq ft per plot ratio (ppr), including an estimated lease top-up premium. If factoring in an additional 7% bonus gross floor area for the residential component, the unit land rate is around S$1,388 per sq ft ppr, culminating in a sale price of S$650 million.

The Collective at One Sophia preview starts on November 1, 2024, and will consist of two 19-storey apartment blocks with a total of 367 units and communal facilities, alongside a 13-storey office and commercial block with three basement parking levels.
